How can humanity stay above machine in this eve of AI (Artificial Intelligence)? There are vital debates on the ethics of high-tech implants like neural links. Low tech implants and organs are now common in surgery. Certainly, the breakthrough will happen this decade of SDGs and IR4, - even if the institutions are ready or not. However, this blog focuses on AI ‘implants’ in the institutions themselves. The hypothesis is that bureaucracies can be considered as organisational implants of ICT (Information and communication technologies), - or even POA (Parallel Organisational Apparatuses). Hence, this blog is based on several previous ones, - and take the philosophy a bit further. This will probably be a series of blogs concerning the evolving AI bureaucracy in this eve of IR4/SR4 and the SDGs.
Bureaucracies have always existed in human societies, - and always will. It simply means writing-desks with the power of scripting and deciding. From the age of scribbling scrolls to the computer desktops, - it is still the humans’ ability to making thinking into writing and order for the organisational institutions. The Victorian human bureaucracies have now developed to being public ICT. Such issues are previously talked through in blogs like ’GSC (Global Sustainability Court)’ (UU20230101), ‘AI vs ai’ (UU20210801), ‘Genetic Engineering (UU20170714) and ‘Institutions (SDG 16)’ (UU20201002).
These days, this decade of IR4 and SDGs, are challenging indeed. This 4th industrial reform (IR) will most certainly affect the constitutional Executive Powers, as the previous 3 IRs did to the agriculture, the industrialization and the digitalization. The public services are most certainly to be rationalized and democratized to the better of the societies and humankind. The efficient rate might be as high as 1/10, - a thumb-rule number indicating the massive break-through for the next generation of products and services. Hence, this industrial revolution will affect the 3 constitutional LEJ powers (Legislative, Executive and Judicial), just as well like the 4th power, Democracy already has. Talks about ongoing the powershifts are in blogs concerning a new term ‘Hyper Democracy’ (UU20201107).
Still, we cannot imagine the constitutional outcomes of this IR4, like we could not before the previous 3 IRs and SRs (Social Reforms). Hence, there is a rising concern this eve of AI (Artificial Intelligence). Although just a machine, it can most certainly cause havoc and jeopardies due to carelessness, uncivilized agendas and abuses. In fact, that is nothing new, considering some autocratic organisations like POA (parallel organisational unites) as described by the Comintern’s Twenty-one Conditions’ - with its war declaration towards civilized nations, organisations and citizens. That coldwar traumas are not fully healed, but rather seems to be re-activated like some pandemic computer-virus in the massive constitutional computer systems.
What might a constitutional artificial intelligence be, then? The hypotheses were many in sci-fi novels. Now, some are not called fiction, but rather considered philosophy (sci-phi). Ancient governmental terms like cyber, are renewed. Hyper is common for any youngster using the internet. Newer though, is terms like augured and virtual reality, where artificial images are realistically mixed with real perceptions. No doubt, - altered realities are deployed and perceived. Such new realities do also revitalize some philosophies of over-conscience influence like the sub- conscience ones to the conscience, – in social-psychological terms. (See ‘Big Red’ UU20220724). Uncivilized nations of BDW ethics (Bad/Destructive/Wrong) are already abusing AI and will escalate to uncontrollable havocs for themselves and others. – like some Ministry of Fear.
Neural Implants, though, escalate the science-philosophy (sci-phi) to another level. After decades of testing on animal, such man-machine integration is taken to human brains. Such irreversible hybrid technology is far more revolutionary than the AI. This is HI (Hybrid Intelligence) at collective scales. New terms like ‘proxy brains’ indicates that we are developing a higher intelligence than any single human or organization can comprehend. Hence, such AI must have limited powers, ethical protocols of GCR ethics (Good/Constructive/Right) and emergency shutdown switch at UN level. Yet, such hybrid AI seems to be an unavoidable path to the Sustainable Development Goals and sufficient QoH (Quality of Humanity).
Still, we might rather do some revers thinking. Is such man-machine integration necessary to control what we cannot understand? Can human implants improve the understanding and control of the AI complex? Such thoughts will probably be explored further in future blogs.
