Every year at this time, the blogs are related to Xmas. However, this one relates also to this UN SDGs for 2030. Reflecting that most civilized constitutions at that time were seriously war-damaged too. The dysfunctionalities were never properly restored due to denials, corruptions and submissions. Now, the ‘Balance of Power’, the ‘Rule of Law’ and ‘True Democracy’ can be restored. Knowing that the Constitutions are basically like computers Operating Systems, like Roman scrolls of scripts, - the realistic solutions to heal the Constitutions is to utilize the ongoing AI virtualizations of the institutional bureaucracies. Hence this blog is the continuum of previous ones and aim to provide realistic solutions in this decade of the 4th Industrial Reform (IR4) and Sustainable Development Goals for institutions (SDG16).
The musical JCS is not religious, but dramatizes the dysfunctional relation of the constitutional superpowers; the Throne, the State and the Temple, - as well as the dysfunctional unbalance of the 3 constitutional powers; the Legislative, the Executive and the Judicial (LEJ). Hence, there was a Democratic reactive movement, which led to the most intriguing judicial murder. Still, the analysis, diagnoses and remedial are as relevant today as then. They certainly needed a SGD16 (Institutions). (By the way, the whole incident was probably about preventing the formation of a joint Roman-Egyptian empire with Julius, Cleopatra and Caesarion, - all self-declared devine.)
The thesis of Quality of Constitutions (QoC) is talked through in several blogs like ‘Big Red’ (UU20220724), ‘AI Bureaucracy’ (UU20231001) and ‘GSC - Global Sustainability Court’ (UU20230101). Those main institutional dysfunctionalities are due to hybrid warfare of infiltration, manipulation and corruption. Such sociopathic scripts are now uncovered, like the Comintern’s war declaration of 1920 towards all the Western civilizations. In brief, AIDS (Acquired Immune Deficiency Syndrome) were used to cause CCD (Colony Collapse Disorder) in order to execute Games of CdE (Coup d’ Etat) at all Western constitutions.
The constitutional war-damages worldwide are quite different. Such are hard to diagnose, hard to admit and hard to heal. Thus, not yet healed and still cause severe calamities to the Quality of Lives (QoL/LQ) and the Quality of Humanity (QoH). The solution to the unhealed constitutions is rather similar to what’s described in blogs like ‘Kremlinology’ (UU20220522) and ‘Big Data Masspsychoses (UU20210905).
Several Constitutional powers seem way out of balance. In the ‘western’ world, the State institutions seems overpowered. Furthermore, and rather stereotyped, the temples are dominating in the ‘Eastern’ worlds and the thrones are dominating in the developing worlds. This stereotyping is to indicate that the three superpowers, the Throne, the State and the Temples are still superpowers globally, even though seemly singular locally. There are several philosophical analyses of such in blogs like UU20200306 and UU20170317.
Anyhow the Constitution, - the solution to restore the balance of powers is to not make them so automatous that they can be abusive. The constitutional cybernetic machines need interfaces, interferences and interactions between the 3 powers. Imagine the 3 powers as 3 overlapping circles L, E and J. The powers will then be reduced to; L not EJ, E not LJ, J not LE. Hence the powers are not autonoms, but might react to extensive abuses. The quality enduring intersections will be L and E (government), E and J (prosecuting authority) and J and L (constitutional authority). The model also contains an all-inclusive intersection of L and E and J. This ultimately power might be considered as some none-Legislative, non-Executive, and non-Judicial hyperpower, that function like as a supervisor and emergency break. Furthermore, the thesis includes the ‘hyper-Democracy’ as a 4th constitutional power, truly democratic (citizens), not the undemocratic central ‘democracy’ (state-controlled press). This should represent the true human nature, and always be more powerful than the 3 constitutional powers. Man should always be more powerful than machine.
Still, with the rapid deployment of AI, there is no doubt that constitutions are getting computerized fast, - probably too fast without proper quality ensurance. As mentioned in previous blogs like ‘AI Bureaucracy (UU20231001) and ‘AI vs ai’ (UU20210801), there more versions of ai like artificial; instinct, intuition and idiocy. Certainly, some constitutions of Thrones, States and Temples will ignore SDG16 and develop towards ai, rather than AI.
